It is noticed that public awareness about people’s duties and importance of the role of citizen themselves in improving basic standards of living of the people is generally wanting. For society to make rapid strides and progress necessitates inculcation of values of good citizenship, good deeds, social responsibilities, civic sense etc. among children and youth right from the beginning. Not much attention is given to these aspects without which the children of today will not be able to discharge their responsibilities in future as good citizens

The Commissioner, Gurgaon Division, therefore felt necessary to initiate some action in this direction to enable children and youth to learn and imbibe values of good citizenship through a thought provoking and intellectual process.

It was then this idea of a essay competition took shape.

An essay competition, it is hoped, in a small way ignites a spark and kindle awareness of one's social responsibilities and obligation as citizens. By instituting a Commissioner's Cup, for school level and one for undergraduate college level students on subjects related to citizenship and civics, it is hoped that widespread interest and concern would be generated on these issues. The Commissioner's Cup is accompanied by cash prizes and certificates.

This proposed competition is open to all children studying in Government and Private (regd) schools and is arranged in such a way that college students and school going children gets about a month to write an essay in their own leisure on the subject. This period enables the thought process among children to crystallize and formulate their concepts by discussions with elders. During this period, children and youth also consult library books resulting in mind expanding experiences for them. However, prizes are given for the originality of concept, sincerity and relevance to the topic, besides quality of languages etc. The essays are evaluated by designated officers, DEO's in case of schools and Principals in case of colleges. Each district will select five best essays both at the school and college level. These are then sent to SCERT Gurgaon for final evaluation by the panel of judges appointed by the Divisional Commissioner.

Thi competition covers schools and colleges (not professional) of the districts falling in Gurgaon Division i.e. Gurgaon, Faridabad, Rewari and Mahendergarh. The Commissioner's Cup is treated as a running cup.
